Ted Wragg Trust and Exmouth Community College are working in partnership with Devon County Council to establish a Specialist Base (Special Educational Needs (SEN) Hub) at Exmouth Community College.  

We know that for some children, especially those with Social, Emotional and Mental Health (SEMH) needs or Autism, accessing school can be very challenging. The Specialist Base will support students from Year 7 to Year 11 with communication and interaction needs (including autistic spectrum condition (ASC)) and/or social, emotional and mental health (SEMH) needs. All pupils attending the base would have an Education, Health and Care Plan (EHCP). 

The programme has been designed specifically to support these pupils in a way that is personalised, well‑planned and sensitive to their individual needs and to ensure that as many pupils as possible can have their needs met within, or as close as possible to, their local community.  

A consultation on the proposals was conducted between 15 May and 5 June 2026. Following feedback through the consultation process, an application was made to the Department for Education. The application has now been approved, and the base will initially open in September 2026 with a small number of students, with the number increasing over the next 18 months up to a maximum capacity of 20 places.   

As part of the set up and ongoing development of the base the school and Trust are working with The Special Partnership Trust, who are providing guidance, support and training to support the successful launch and the long term goal of the base supporting other schools in the local community.
